Drone Hubs That Were Never Built: Ukraine’s Vision for Protecting American Bases

Last August, Ukrainian defense officials proposed building a network of “drone combat hubs” at American military installations across West Asia — specifically in Jordan, Turkey, and Gulf states. These facilities would have combined low-cost Ukrainian interceptor drones with radar systems and operational personnel to create an affordable, effective defense against Iranian aerial attacks. The proposal was not accepted. The bases it was meant to protect have since come under attack.
The concept behind the drone combat hubs was not theoretical. Ukraine had implemented similar infrastructure on its own territory to counter Russian-deployed Iranian drones and had direct experience with what worked and what didn’t. The proposal to establish analogous systems in West Asia drew directly from this operational knowledge, adapted to the geographic and strategic realities of the region.
Zelensky advanced the concept during his August White House visit, presenting detailed briefing materials that included regional maps and a warning about Iran’s advancing drone capabilities. Trump was reportedly receptive and asked his team to develop the idea further. The follow-through never came, leaving the drone combat hub concept unrealized until well after the conflict began.
The absence of these facilities has been felt acutely since Iranian drones began targeting American bases. Conventional air defense systems, designed for higher-end threats, are expensive to operate against cheap swarm-style drone attacks. Seven American soldiers have been killed, and the financial burden of counter-drone operations has mounted steadily.
Ukraine is now building what it proposed, but doing so under active conflict conditions. Specialists are deployed in Jordan and Gulf states, establishing the interception infrastructure that the August proposal envisioned. The drone combat hubs that were dismissed as unnecessary last summer are being constructed today as urgent military necessities.
